The CDC’s Rt modeling shows COVID‑19 infections growing in 47 states, with none declining. Rt sits at 1.08 nationally, meaning spread is increasing even though emergency‑department visits remain very low. This is classic PAiNT Code Yellow territory: vigilance without alarm. As Steven Smith notes, “When Rt rises, the math changes — and so should we.” Today’s map reminds us that small actions amplify each other — for good or for harm. CDC recommendations remain simple: stay home when sick, improve indoor air, wash hands, consider masking in crowded indoor spaces, and stay current on vaccination. PAiNT’s message is clear: the numbers whisper, and we listen.
PAiNT by Numbers – COVID Update, August 2026Looking Up the Numbers When Quantities Learn to Speak
COVID‑19 has quietly shifted into a new phase in the United States. As of mid‑August 2026, epidemic‑trend modeling shows infections growing or likely growing in all 50 states. The key metric here is Rt, the reproductive rate of the virus. When Rt rises above 1, each infection leads to more than one new case. Today, that threshold has been crossed nationwide.
This is not a localized flare‑up. It is a synchronized national rise. The South and West show some of the steepest increases, but no region is spared. Hospitalizations and emergency‑department visits remain relatively low compared to earlier waves, yet the spread itself is accelerating—and spread is always the precursor to strain.
From a PAiNT perspective, the numbers are speaking clearly. Growth in every state, out of traditional respiratory season, tells us this is driven by behavior, waning immunity, and variant drift, not just winter air. That is why we maintain PAiNT Code Yellow: a posture of vigilance without panic, clarity without fear.
When every state turns yellow on the Rt map, the story is simple: the virus has found opportunity everywhere. The question is not whether to be afraid—it is whether to be attentive.
PAiNT by Numbers
ReflectionSix years on, the data still speaks: vigilance, transparency, and empathy remain our best defenses.
1️⃣ Data matters. When reporting slows, clarity fades. Every community benefits when numbers stay visible and honest.
2️⃣ Behavior drives biology. Masks, ventilation, and vaccination aren’t politics — they’re physics and immunology.
3️⃣ Local action saves lives. National trends start with neighborhood choices. The Rt curve bends where people act early.
4️⃣ Transparency builds trust. Public health thrives when information flows freely, not selectively.
5️⃣ Empathy is infrastructure. The pandemic taught us that compassion is as vital as medicine.
PAiNT by Numbers: Why Rt > 1 Matters — And What It Really Means
COVID trends can feel complicated, but the core idea is simple:
Rt is the “speedometer” of spread.
Rt = 1 → each person infects one other person.
Rt < 1 → spread slows down.
Rt > 1 → spread speeds up.
When Rt rises above 1, the math changes. It stops being 1 + 1 = 2 and becomes 1 + 1 = more than 2.
That’s because Rt isn’t about addition — it’s about chain reactions.
Rt > 1 means the virus is multiplying, not just adding.
One case leads to more than one new case. Those cases create more cases. And the curve starts to bend upward.
This is why PAiNT watches Rt so closely. It’s the earliest sign that the system is shifting.
Why This Matters Now
When Rt rises across many states at once, it means:
Conditions everywhere are helping the virus spread
Small risks amplify each other
Behavior and biology combine
The system becomes “more than the sum of its parts”
This is the PAiNT principle:
Small forces can multiply — for good or for harm.
Ventilation + masking = more protection than either alone. Travel + waning immunity = more spread than either alone.
Rt captures that synergy.
PAiNT Code Yellow: What It Means
PAiNT Code Yellow doesn’t mean panic. It means pay attention.
Spread is increasing
Severity may still be low
Early action matters
Transparency matters
Calm matters
Code Yellow is vigilance, not fear. It’s awareness, not alarm. It’s listening to what the numbers are trying to tell us.

Tonight’s “Save America, Act One” address promises spectacle, but the nation needs answers. This piece asks four essential questions on the economy, public health, war, and honesty — and challenges the President to prove this moment can be more than performance.
Tonight at 9pm ET, the nation will gather — willingly, reluctantly, or out of sheer morbid curiosity — for the President’s primetime address in which I have titled“Save America, Act One.” The name alone suggests theater, spectacle, and a script written for maximum dramatic effect. But beneath the stage lights and patriotic backdrops lies a deeper question: What does the President actually intend to save? And from whom? The country is tired. The country is divided. The country is waiting for leadership that speaks plainly, acts responsibly, and tells the truth even when the truth is inconvenient. Instead, we brace for a performance — one that may promise miracles, cures, victories, and vindication, but is more likely to deliver grievance, denial, and a familiar rewriting of recent history.Still, in the spirit of civic optimism — or at least civic stubbornness — let’s imagine what this address could be. Let’s imagine a President stepping up to end a war of choice, to confront a long‑ignored national illness, to unify a fractured public. Let’s imagine a speech that heals instead of harms. And then let’s confront the reality: Prove me wrong, Mr. President.Tonight’s address arrives at a moment when the country needs clarity, not spectacle. We need answers, not applause lines. We need leadership, not theatrics. So here are the four questions the President must answer if “Save America, Act One” is to be more than a title — if it is to be a turning point.
1. The Economy — Will You Finally Tell the Truth About Where We Stand?
The American economy is not a monolith; it is a mosaic of contradictions. Some sectors thrive, others collapse. Some families feel secure, others feel squeezed. Inflation has cooled in some areas and surged in others. Wages rise, but costs rise faster. The stock market climbs while household savings shrink. It is a story of unevenness — and unevenness demands honesty. But honesty has not been the hallmark of recent presidential messaging. Instead, we hear:
“The greatest economy in history.”
“A total disaster inherited from others.”
“A miracle recovery underway.”
None of these narratives match the lived reality of millions of Americans who are juggling rent, groceries, medical bills, and the daily arithmetic of survival.Tonight, the President must answer a simple question:
Will you level with the American people about the true state of the economy?
Not the campaign version. Not the rally version. Not the social‑media‑friendly version. The real version — the one that acknowledges:
persistent affordability crises,
regional disparities,
stagnant mobility,
and the widening gap between those who benefit from policy and those who bear its costs.
If “Save America” is to mean anything, it must begin with economic truth. Without truth, there can be no plan. Without a plan, there can be no recovery. And without recovery, the promise of America becomes a slogan instead of a reality.
2. Public Health & Safety — Will You Address the Illness We Keep Pretending Isn’t There?
America has a long‑standing illness — not viral, not bacterial, but systemic. It is the illness of public health neglect, where crises are acknowledged only when they become politically useful. We have endured pandemics, opioid waves, mental‑health emergencies, and environmental hazards that disproportionately harm the vulnerable. Yet national leadership often treats public health as an afterthought.Tonight, the President has an opportunity — or at least an obligation — to confront this illness head‑on.
Will you commit to a national strategy for public health and safety that is grounded in science, not politics?
This means:
strengthening the public‑health workforce,
investing in mental‑health infrastructure,
addressing addiction with compassion instead of punishment,
preparing for future pandemics with real planning instead of reactive messaging,
and acknowledging the communities still suffering from environmental and industrial harm.
Public health is not partisan. Safety is not partisan. Survival is not partisan. If “Save America” is to be more than a theatrical title, it must include saving the health of the people who live here.
3. War — Will You Explain the Endgame, or Admit There Isn’t One?
The nation is weary of conflict — foreign, domestic, ideological, rhetorical. We have lived through wars of choice, wars of necessity, wars of miscalculation, and wars of political convenience. And now, once again, we find ourselves entangled in a conflict whose purpose, scope, and endgame remain unclear.Tonight, the President must answer:
What is the plan for ending the current war — and what does victory even mean?
Is victory:
territorial?
political?
symbolic?
or simply the absence of embarrassment?
Is the war being waged for national security, or for narrative control? Are we protecting allies, or protecting talking points? Are we defending democracy, or defending pride? The American people deserve clarity. They deserve transparency. They deserve a President who explains not only why we fight, but when we stop fighting. If “Act One” is about saving America, then Act Two must be about saving lives — and that requires ending wars that no longer serve the nation’s interests.
4. Honesty — Will You Speak Truthfully, or Will Tonight Be Another Performance?
This is the most important question of all.The country has endured years of election denial, conspiracy rhetoric, and claims that contradict courts, agencies, bipartisan officials, and verified evidence. We have heard speeches that rewrite history, erase responsibility, and elevate grievance above governance.Tonight, the President must decide what kind of leader he intends to be.
Will you tell the truth — or will you continue the cycle of denial and distortion?
Honesty is not optional. It is foundational. Without honesty:
institutions crumble,
trust evaporates,
civic unity collapses,
and democracy becomes theater instead of practice.
The President has the power to restore trust — or to erode it further. He has the power to calm the nation — or inflame it. He has the power to lead — or to perform.Tonight, we will see which path he chooses.
A Final Word: Prove Me Wrong, Mr. President
I want to believe in leadership. I want to believe in the possibility of a turning point. I want to believe that tonight’s address could be a moment of clarity, courage, and national renewal. But history suggests otherwise. So I say again: Prove me wrong, Mr. President. Prove that “Save America, Act One” is not just a title. Prove that this address is not just another performance. Prove that you can lead with truth instead of grievance. Prove that you can unify instead of divide. Prove that you can rise to the moment instead of shrinking from it.The nation will be watching. The nation will be listening. And the nation will remember.

Defense Bill Amendment Removed DOD CBD – Hemp Prohibition 3 Years Ago
Washington, DC—Rep. Tulsi Gabbard (HI-02), a senior member of the House Armed Services Committee,
secured the amendment to the annual national defense bill that would ensure that the U.S. Department of Defense
may not prohibit the possession, use, or consumption of hemp products — in compliance with applicable Federal, State, and local law — by servicemembers, back 3 years ago.
This amendment passed with strong bipartisan support, ensuring our servicemembers have access to the same over-the-counter products that Americans all across the country benefit from today,” said Rep. Tulsi Gabbard.
The 2018 Farm Bill, known as the Agricultural Improvement Act, legalized hemp, defined as cannabis (Cannabis sativa L.) and derivatives of cannabis with extremely low concentrations of the psychoactive compound delta-9-tetrahydrocannabinol (THC) (no more than 0.3 percent THC on a dry weight basis). Currently, many over-the-counter products are sold that meet these parameters.
December 2018 – The Farm Bill Legalized Hemp
Background: Rep. Tulsi Gabbard has long called for sensible marijuana policies as part of her ongoing commitment to common sense criminal justice reform.
She introduced bipartisan legislation with Rep. Don Young (AK-at large) — the Ending Federal Marijuana Prohibition Act (H.R. 1588) and the Marijuana Data Collection Act (H.R. 1587). H.R. 1588 would remove marijuana from the federal controlled substances list. H.R. 1587 would direct the National Academy of Sciences to study the effects of state legalized medicinal and adult-use marijuana programs from a variety of perspectives, including state revenues, public health, substance abuse and opioids, criminal justice, and employment.
She has called for closing the gaps between federal and state law to resolve current contradictions and provide legally abiding marijuana businesses with clear access to financial services.
She joined several of her colleagues to introduce the bipartisan Secure and Fair Enforcement Banking Act (H.R.1595) in March 2019, which was passed by the House in September 2019. The bill would help prevent federal banking regulators from penalizing depository institutions for providing banking services to a legitimate marijuana-related business.
She joined Rep. Jerry Nadler (NY-10), Chair of the House Judiciary Committee, in introducing H.R.3884, the Marijuana Opportunity, Reinvestment, and Expungement (MORE) Act.
The bill was passed by the committee in November 2019. The bill outlined sweeping reforms, including decriminalizing marijuana, expunging prior convictions, authorizing a tax on its sale which would be reinvested in communities that have been harmed by the federal marijuana prohibition, and ensuring minority communities are equitably engaged in the cannabis economy.
She is a cosponsor of H.R.1456, the Marijuana Justice Act, to reform unjust federal marijuana laws and empower minority communities that have been disproportionately impacted by the failed War on Drugs. And, to protect veterans engaged in the state-legalized cannabis industry, Rep. Gabbard sent a letter to VA Secretary Robert Wilkie in June 2019 to demand a correction of the VA’s denial of loan guarantee benefits to these veterans.
About Rep. Tulsi Gabbard: Congresswoman Tulsi Gabbard is serving her fourth term in the United States House representing Hawai‘i’s Second District, and serves on the House Armed Services and Financial Services Committees. She previously served on the House Foreign Affairs Committee and Homeland Security Committee.
She was elected to the Honolulu City Council in 2010, and prior to that at age 21, was elected to the Hawaii State Legislature in 2002, becoming the youngest person ever elected in the state.
Tulsi Gabbard has served in the Hawaii Army National Guard for over 17 years, is a veteran of two Middle East deployments, and continues to serve as a Major.
