Members of the Texas House of Representatives advanced legislation today seeking to expand the pool of patients eligible to obtain state-licensed cannabis products.
Lawmakers voted by a nearly five to one margin in favor of the legislation, House Bill 1805. Specifically, it amends the Texas Compassionate Use Program so that physicians may recommend certain products containing fixed levels of THC to patients with “a condition that causes chronic pain, for which a physician would otherwise prescribe an opioid.” It also empowers state health officials, rather than lawmakers, to add additional qualifying conditions. Currently, patients with autism, ALS, cancer, incurable neurological disorders, intractable epilepsy, multiple sclerosis, post-traumatic stress, and seizure disorders are eligible to obtain low-THC medical cannabis products.
The measure also amends limits on the amount of THC that may be present in state-licensed products.
“I am thrilled to see the proposed legislation advancing through the legislative process,” said NORML State Policies Manager Jax James, who also serves as Executive Director for Texas NORML. “Medical cannabis is an objectively safer alternative to the array of pharmaceutical drugs that it could potentially replace. I urge my fellow Texans to voice their support for this important legislation and to reach out to their Senators to encourage their backing as it moves through the legislative process.”
Texas lawmakers initially enacted legislation establishing the Compassionate Use Program in 2015. In 2021, legislators expanded the program to allow patients with PTSD and all forms of cancer to qualify for medical cannabis. That legislation also raised the limit on permissible levels of THC in licensed products from 0.5 percent to one percent.
When Inspirational Technologies is an endorsement of the “Cannabis” approach to the medical condition, we say, let’s let the look at the data and the people who say that they benefit for cannabis alternatives.

CO2: Clean, Safe, Quick CO2 Extraction is good business.
It allows you to create a pure, clean, quality oil that is safe to produce with little-to-no post-processing.
Processes that use toxic solvents may require many hours to purge the solvent trapped in the oil.
Multiple industries have proven that the highest efficiencies in commercial processing utilize CO2. CO2 offers you the ability to “tune” the extraction process, especially with a system that will separate constituents during an extraction.
You can target specific compounds, like terpenes (terpenoids) and THC/CBD (cannabinoids) through different operational parameters.
CO2 is also a sanitizing agent, prolonging shelf life, and, with t
he proper system and environment, yields food and medical grade oils.
CO2 extraction is a safe, clean, and highly versatile method of extracting plant botanicals, nutraceuticals, hops, and hemp.
For the Originality in Extraction
Supercritical carbon dioxide (sCO2) is the most widely used fluid for the Supercritical Fluid Extraction (SCFE) process across the globe. Not only is sCO2 capable of extracting the required ingredients in their pristine form, the prime reason for the surging popularity of SCFE, it also makes the process more manageable, economical, and safe.
These days, “clean label” products are selling like hot cakes. Increasingly health-conscious customers are placing a premium on natural ingredients in the food, pharmaceutical, beverage, and neutraceutical products they consume. Now, clean label is a broad term with various meanings – organic, natural, locally grown, non-GMO . . . the list goes on. Some even take it to link its maker to more transparent work practices.
Alternative processes such as Solvent Extraction and Hydro distillation leave behind harmful residues. Plus, they distort the ingredient being extracted. That is, the ingredient does not retain its natural purity. Regulations have caught up with public demand and impose exacting conditions to ensure the quality and safety of products by limiting toxic residues. One more reason to rely on CO2 SCFE.
What Makes Supercritical Carbon dioxide (sCO2) an Exceptional SCFE Solvent?
Carbon dioxide and water are the most widely employed supercritical fluids. sCO2 makes such a useful supercritical fluid because:
Has a critical temperature of 31.10C, which is around the ambient temperature improving its compatibility with temperature-sensitive compounds.
Has a more manageable critical pressure of 73.9 bar.
Is non-flammable and non-toxic.
Has a customizable density to upgrade its solvent power.
Is available in ample quantities and in pure form; and
Has a comparatively low cost.
Although CO2 is a greenhouse gas (GHG), the SCFE process using CO2 becomes eco-friendly if the gas is captured from the atmosphere and recycled.
Solvent Extraction employs organic solvents to dissolve the ingredient from the raw material. Later, it separates the organic solvent from the dissolved ingredient. The problem is, organic solvents do not completely disassociate from the ingredient, leaving behind residues.

That is, the ingredient loses its natural purity. What is more, it may develop a certain degree of toxicity. But the concerns on using organic solvents for extraction go beyond toxicity for the individual. Some solvents are ozone depleting substances, and their use negatively impacts the environment.
Hydro distillation i.e., the use of water and steam distillation inherently employs heat, something that thermally degrades the ingredients. Again, the ingredient, when extracted, is no longer available in its pure form.

Table 2. SCFE Vs Steam Distillation
As a process that holds the United States FDA’s “Green Technology” approval, CO2 SCFE enjoys sizable international clout. One reason for its eco-friendly nature is that it does not generate effluents, automatically eliminating pollution control hassles and costs.
Examined in the context of the limitations of hydrodistillation and solvent extraction, CO2 SCFE delivers a much better performance on all fronts during the extraction of:
Plant-based Ingredients: Solvent extraction oxidizes the ingredient that lends color and aroma. Similarly, steam distillation acts strongly and ends up altering the component’s aroma. SCFE acts mildly, thereby avoiding such unwanted changes while also delivering cleaner, fresher, and crispier extracts.
Herbal Medicines: CO2 SCFE is preferred over hydrodistillation when extracting essential oils because it does not thermally degenerate the oil. It is also replacing solvent extraction for seed oil separation as the solvent cannot be completely disassociated from the seed oil.
Astaxanthin Extractionfrom Haematococcus pluviales: CO2 SCFE gives superior results vis-à-vis solvent extraction that employs acetone and hexane. These solvents cannot tell between astaxanthin and the astaxanthin-lipid mixture, both of which occur inside Haematococcus pluviales. As a result, these solvents deliver a low-concentrate extract.
Beer, Wine, and Blended Alcohol: CO2 SCFE lowers the alcohol content of wine to a bare minimum while leaving its organopletic features undisturbed. The process also extracts the original versions of hop flavors while extending their life, thereby acting as a natural preservative for beer.
Organopletic properties of wines are their aroma, fruitiness, crispiness, sweetness, and freshness. Hop is the plant whose flower imparts the prized bitter taste to beer.
Phytochemicals: Because supercritical CO2 is naturally nonpolar, it can better distinguish between volatile, non-polar, and low molecular weight phytochemicals [14].
The selectivity of SCFE is an asset here as it can separate anthocyanin from the pulp of Euterpe oleracea at a certain pressure while extracting phenolic phytochemicals from that very pulp at another pressure.
Algae:
Carotenoids: Hiking the pressure and temperature of the CO2 SCFE process boosts the efficiency of carotenoid extraction. Utilizing the solvent extraction process for the same consumes large quantities of solvent, takes longer, and delivers impure and deficient yields.
Antioxidants: Employing CO2 SCFE on Haematococcus pluvialis, a microalgae, gives good yields of lutein, astaxanthin, and fatty acids.
Fatty Acids: CO2 SCFE is able to better differentiate between different fatty acids as compared to pyrolysis / thermal liquefaction and solvent extraction via hexane, the traditional methods for fatty acid extraction. Besides, these conventional techniques are slower.
Sterols: CO2 SCFE enables solvent-free extraction of phytosterols that are safe for use in the food and beverages industries.
The Verdict
People the world over are shifting to natural alternatives – natural medicine, natural food, natural beverages – in realization to the long-term side effects that synthetic products, possibly laced with toxic residues, can unleash on health and overall wellbeing.
Effectively this means, the SCFE process and, more specifically, the CO2 SCFE process, are here to stay . . . for ages.

DEA Announces How Much Marijuana, MDMA, Psilocyn, LSD, Mescaline, 5-MeO-DMT, MDA, 2-CB Can Be Produced For Research In 2023
Story by Lara Goldstein
The DEA has shared its final production quotas for research drugs for 2023 and is now aiming for further manufacturing goals of several psychedelic compounds than the already substantial increases regarding 2022 initially proposed, reported Marijuana Moment.
The compounds include marijuana, MDMA, psilocyn, LSD, mescaline, 5-MeO-DMT, MDA, and 2-CB.
The agency stated that it is “committed to ensuring an adequate and uninterrupted supply of controlled substances in order to meet the estimated legitimate medical, scientific, research, and industrial needs of the U.S., for lawful export requirements, and for the establishment and maintenance of reserve stocks.”
As such, 2023’s production quota numbers for psilocyn would go from the original 8,000 grams to 12,000 grams, 5-MeO-DMT from 6,000 to 11,000, MDMA from 8,200 to 12,000 grams, MDA from 200 to 12,000 grams, and 2-CB from 25 to 5,100 grams.
Related video: Recent data shows a decline in marijuana sales (CBS Denver)
In the case of marijuana, the DEA suggested the production of 6.7 million grams -or 14,770 pounds- for medical and scientific purposes, more than double that of 2022. Licensed cultivators can now apply to become federal marijuana suppliers under the National Institute on Drug Abuse (NIDA.)
Several companies have already made recommendations to raise DEA’s 2023 proposed quotas in view of pre-clinical and clinical research particularly for PTSD, TRD, schizophrenia and anxiety.
The proposal also received a comment regarding the creation of “diversified categories” for production and research on psilocybin-containing fungi fruiting bodies/sclerotia/liquid culture similar to cannabis (flower), fruiting body extract (akin to cannabis extract), and psilocybin and psilocyn separately as purified compounds (akin to delta-9-THC), as well as applying that same system for mescaline and other plants, fungi and lifeforms producing these compounds.
But the agency replied stating that the suggestions “do not impact the analysis involved in establishing” the production quotas for each substance.

Check Your History – Who said? “Hemp is of first necessity to the wealth and protection of the country – If people let the Government decide what foods they eat and what medicines they take, their bodies will soon be in as sorry a state as are the souls of those who live under Tyranny”
Answer, to Follow:
HINT (Our Third President )
For nearly 3000 years Hemp has been our planet’s largest agricultural crop and the most important industry producing the fiber, paper, clothing, lighting fuel and medicine used by much of humanity. It is and has always been Earth’s’ most sustainable natural resource. With modern technological advances it is now possible to make over 20,000 types of products from medicine to houses to cellophane, dynamite and most importantly as an eco-friendly alternative to traditional plastics.
Pre Hemp Prohibition
768 BC King Charles the Great encourages growing of Hemp throughout his empire.
200 BC First paper invented in China – is made from Hemp.
1454 the Gutenberg Bible – the world’s first book printed on a moveable type printing press is printed on Hemp paper.
1533 King Henry 8th issued a royal proclamation which imposed a fine on any farmer that did not use some of his land for growing Hemp to supply the King’s Navy.
1619 America’s first Hemp law orders – all farmers MUST grow Hemp. Hemp is made a legal tender (ie. can be used to pay taxes)
1690 First American Paper Mill makes paper from Hemp. 1763 Additional laws in America make growing Hemp compulsory for all farmers.
1789 “Make the most of Indian Hemp Seed and sow it everywhere” – George Washington, 1st President of USA and Hemp Farmer.
1797 “We shall, by and by, want a world of Hemp more for our own consumption” – John Adams, 2nd President of USA and Hemp Farmer.
1801 “Hemp is of first necessity to the wealth and protection of the country – If people let the Government decide what foods they eat and what medicines they take, their bodies will soon be in as sorry a state as are the souls of those who live under Tyranny” – Thomas Jefferson, 3rd President of USA and Hemp Farmer.
1853 Levi Strauss & Co is founded in USA. The world’s first pair of jeans are made – Not from Hemp, as this is Urban Legend. However, in March, 2019, Levi’s did actually begin allowing manufacture of hemp jeans with its brand.
1897 Rudolph Diesel invents world’s first diesel engine which is designed to run on clean burning vegetable oils including Hemp Oil which does not cause pollution or create carbon buildup inside engines.
1930 Mellon, one of the most powerful bankers in USA. Mellon plus two other bankers Rockefeller and Carnegie had significant investments in Oil, Paper, Synthetic F
iber, Petrochemical Plastics and Pharmaceuticals – all of which were about to be made obsolete by technological advancements in Hemp processing.
1937 US Congress approves a bill that prohibits the cultivation of all Cannabis including Hemp.
1938 Popular Mechanics magazine article titled “New Billion Dollar Crop” announces the arrival of the new Hemp processing technology that was set to make Hemp America’s #1 commodity had it not been prohibited.
Publication Year:
1938
Popular Mechanics describes hemp as the new billion dollar crop. The article was actually written in the spring of 1937, before cannabis was criminalized. Also in February 1938, Mechanical Engineering calls hemp the most profitable and desirable crop that can be grown.

1941 Henry Ford finishes making a car built almost entirely from Hemp and which ran on clean burning Hemp fuel. The car being 30% lighter than steel cars therefore required less fuel. Its lightweight bioplastic body panels were many times stronger than steel – could not be dented with a sledge hammer. “Why use up the forests which were centuries in the making and the mines which required ages to lay down if we can get the equivalent of forest and mineral products in the annual growth of the Hemp Fields?” – Henry Ford
1942 US Government cannot take part in World War 2 without Hemp for military clothing and equipment so a campaign is launched to encourage and reward US farmers for growing Hemp with a PR video titled Hemp For Victory.
Hemp Prohibition
1945 At the end of World War 2 the US Government begins its campaign against Hemp and claims there never was a video called Hemp For Victory.
When US soldiers return from Europe they are ordered to put their Hemp uniforms back on and are sent out to American farms to burn all the Hemp crops.
1961 Henry Anslinger attended the United Nations and persuaded the UN to have Hemp cultivation prohibited in 150 countries worldwide.
As a consequence most of the world’s food, fiber, fuel and medicine went from being made organically by farmers to being produced chemically under the control of the Pharmaceutical and Petrochemical industries.
Hemp Legalization Begins Again
1996 Canada legalizes growing of Hemp which creates employment and hundreds of millions of dollars of revenue for the Canadian people.
2014 Section 7606 of the 2014 Farm Bill authorized hemp research and pilot programs by state departments of agriculture and institutions of higher education. Some states have licensed farmers to conduct pilot programs and research on hemp.
In 2017 there were 19 states that allowed hemp to be grown.
2018 Farm Bill
December 2018 – The Farm Bill Legalized Hemp
The 2018 Farm Bill, enacted December 20, 2018, builds upon many of the crucial programs that serve America’s agricultural producers. USDA is implementing this new bill, which includes seeking public input on programs and provisions and designing guidelines. In the meantime, programs authorized by the 2014 Farm Bill are available to serve producers now.
The 2018 Farm Bill reclassified hemp, and it is now legal to grow industrial hemp.
2021 USDA HEMP RULES
U.S. Domestic Hemp Production Program The U.S. Domestic Hemp Production Program establishes federal regulatory oversight of the production of hemp in the United States.
The United States of Hemp Hemp and marijuana are both produced from the cannabis plant, although hemp is derived from a strain that has a much lower quantity of THC, the compound that produces hallucinogenic effects.
Hemp is made from the fibers of the plant and historically has been used to make a broad variety of products, from rope to cloth to paper.
As you can imagine, it was an important product in the New World as the American colonies were being established.
It was so important, in fact, that in 1619, Virginia passed a law requiring hemp to be grown on every farm in the colony. At the time, the crop was also considered a proper form of currency in Virginia, as well as Pennsylvania and Maryland.
As new products were imported or developed to replace hemp—cotton was surely a welcome change to the itchy fibers of hemp shirts—the plant fell out of popularity.
By the end of the Civil War, the United States’ hemp production had passed its peak, but a different version of the plant was on the rise. Marijuana was becoming an increasingly popular ingredient in medicines and tinctures. The Rise of Reefer Madness The popular image of the 1950s may be all Leave It to Beaver, but underneath the pearls and penny loafers, there was a countercultural movement bubbling to the surface.
The Beat Generation emerged early in the decade, when a group of young people began to unite in their rejection of conventional society in favor of artistic and bohemian ideals. The Beatniks also enjoyed experimenting with drugs, particularly marijuana
. But the Beats weren’t the first group to embrace weed. The drug started gaining traction in the U.S. in the 1910s after Mexican refugees brought marijuana with them as they fled the violence of the Mexican Revolution. In the 1930s, it became popular among the hepsters, the black jazz community made up of “hep cats” like jazz singer Cab Calloway, who had a hit with his song “Reefer Man.”
The Roots of Criminalization The process of criminalizing marijuana had already begun, even before the Beats took up the cannabis cause. The roots of this movement are mired in a racism that still persists in how drug policies are carried out in the U.S. today.
In the 1930s, Prohibition was repealed in the middle of the Great Depression. Straight-laced bureaucrats looking for another target turned their attention to marijuana, which, at the time, was mostly being used in the Mexican and black communities. They painted the drug—and the communities using it—as a threat to the already crippled country and began the process of banning it.
Twenty-nine states had outlawed marijuana by 1931, and in 1937, the Marijuana Tax Act was passed, essentially making the plant illegal in the United States.
Since then, lawmakers have been doing a do-si-do with the drug. Over the decades, stricter enforcement and the passing of mandatory sentencing laws have traded off with repeals of those laws and efforts at legalization.
Today, 17 states have legalized marijuana (with many more allowing medical marijuana), but, as far as the federal government is concerned, the drug is still cannabis non grata.
