In accordance with President Trump’s December 18, 2025, Executive Order on Increasing Medical Marijuana and Cannabidiol Research, the Justice Department and the Drug Enforcement Administration (DEA) today announced the issuance of an order immediately placing both FDA-approved products containing marijuana and marijuana products regulated by a state medical marijuana license in Schedule III of the Controlled Substances Act, as well as the initiation of an expedited administrative hearing process to consider the broader rescheduling of marijuana from Schedule I to Schedule III. The new hearing, beginning June 29, 2026, will provide a timely and legally compliant pathway to evaluate broader changes to marijuana’s status under federal law. Together, these actions provide immediate and long-term clarity to researchers, patients, and providers alike while still maintaining strict federal controls against illicit drug trafficking.

Acting Attorney General Todd Blanche is placing both FDA-approved drug products containing marijuana, and medicinal marijuana products subject to a qualifying state-issued license in Schedule III under his authority to reschedule drugs to carry out the United States’ obligations under the Single Convention on Narcotic Drugs. This action recognizes the longstanding regulation of medical marijuana by state governments and the need for a common-sense approach to this reality.

“The Department of Justice is delivering on President Trump’s promise to expand Americans’ access to medical treatment options,” said Acting Attorney General Todd Blanche. “This rescheduling action allows for research on the safety and efficacy of this substance, ultimately providing patients with better care and doctors with more reliable information.”

“Under the direction of President Trump and Acting Attorney General Blanche, DEA is expeditiously moving forward with the administrative hearing process — bringing consistency and oversight to an area that has lacked both,” said DEA Administrator Terry Cole.  “Our men and women in law enforcement remain committed to fighting drug cartels, the fentanyl epidemic, and protecting American lives.”

Separately, the Department announced procedural updates to expedite the ongoing rulemaking process required to fully remove marijuana from Schedule I and place it into Schedule III under the Controlled Substances Act.

Under the prior administration, a notice of proposed rulemaking was published in the Federal Register on May 21, 2024, followed by a notice of hearing on August 29, 2024. Upon further review, the DEA is withdrawing the prior notice of hearing and terminating those proceedings in order to move more efficiently toward the completion of marijuana’s complete redesignation. This action will accelerate the administrative process, include firm deadlines, and allow DEA to proceed in the most expeditious manner consistent with federal law.

DEA will hold a new administrative hearing beginning June 29, 2026, regarding the proposed rescheduling of marijuana. A new notice of hearing is being published in the Federal Register to govern these proceedings and facilitate a timely resolution of the rulemaking.

Today’s order is reflective of the Department of Justice’s continued dedication to common-sense policies and the prioritization of the safety and well-being of all Americans.

As the map shows, many states now allow adults to possess and use cannabis with some restrictions. Others have opted instead for decriminalization.

Decriminalization of cannabis does not mean legalization of cannabis. Instead, decriminalization can reduce the legal consequences of those caught possessing or using cannabis.

Decriminalization generally means criminal penalties are replaced with civil penalties. For example, police would issue a citation instead of making an arrest, would not punish an individual with a jail or prison sentence, and the incident would not appear on the individual’s criminal record.

It’s important to note that these more lenient punishments generally only apply to the first-time possession of smaller amounts of cannabis — harsher penalties can be imposed for multiple infractions or for possessing larger amounts.

What Is CBD?

The Cannabis sativa plant contains both delta-9 tetrahydrocannabinol (THC) — the chemical compound found in medical and recreational cannabis — and cannabidiol (CBD). THC is psychoactive — it’s the chemical in cannabis that causes a “high.” CBD is not psychoactive. For this reason, many states have begun loosening restrictions on its use for medicinal and other purposes.

At both the state and federal levels, however, the law surrounding CBD remains complicated and unsettled. This is especially true when it comes to the presence of THC in CBD products. Since the two compounds are chemically similar and derived from the same plant, many CBD products contain some THC. Some states that allow CBD products but have more restrictive laws for THC have specified that CBD products may not contain more than a certain small amount of THC.

By isolating and extracting the CBD from Cannabis sativa plants, it is possible to create CBD-only products. Since these products contain no THC at all, they reduce some of the risk and uncertainty surrounding the production, sale and use of CBD.

Cannabis Global Commences “Fresh Frozen” Supply Contract with Sugarmade Inc

Los Angeles, California May 3, 2022, Cannabis Global, Inc. (CBGL), Cannabis Global, Inc., a licensed Los Angeles-based manufacturer and distributor in the cannabis sector, today announced an important supply agreement to solidify the Company’s position in the solventless cannabis product sector.

Under the terms of an agreement, Sugarmade, Inc. (SGMD) will cultivate cannabis specifically for Cannabis Global. The initial contract calls for the supply of 25,000 pounds of “Fresh Frozen” cannabis, which will be cultivated specifically to Cannabis Global’s specifications.

Fresh Frozen cannabis is immediately flash frozen upon harvest – instead of the traditional treatment of drying and curing after harvest.

This form of cannabis is almost exclusively used to create ultra-premium cannabis concentrates, such as live rosin, hash and live resin.

“This Agreement serves several very important purposes,” commented CEO Arman Tabatabaei. “By contracting with Sugarmade we will be able to specify exactly the strains and cultivation parameters that will enable us to produce the finest hash and rosin products for our customers. By locking in a $28 per pound future price, compared to the current spot price well in excess of $100 per pound, we expect our margins to be meaningfully enhanced. Perhaps even more importantly, having a steady supply of premium Fresh Frozen cannabis will allow us to provide consistency in our products and to ensure an adequate supply of products will be available to our very fast-growing base of retail customers. As we have recently announced, our retail base and our revenues are ramping quickly. This Agreement helps us to meet the substantial demand we are experiencing.

“The companies have signed a pre-booked, fixed-price contract for an initial 25,000 pounds for $700,000, which will include cash payments from Cannabis Global to Sugarmade of $300,000, with notes accounting for the remaining $400,000. Planting is expected to begin in mid-May and continue into early June. Cannabis Global will also hold an option to purchase additional pounds if the cannabis cultivation effort yields excess materials.

Mr. Tabatabaei continued, “We plan to process a significant amount of this material at our Lynwood California location. In addition, we will enter the wholesale space to supply up to 10 separate strains of Fresh Frozen Cannabis to other solventless manufacturers in the Los Angeles area. With the market for solventless products growing rapidly, we believe this agreement will be an important component of our future success.

 

Cannabis Global plans to launch its premium rosin line under the Wolfgang Wax brand name by way of its recent acquisition of the Caliwanna, LLC brands. In addition, Cannabis Global will utilize the rosin concentrates produced from the biomass to enhance its rosin preroll and edible lines, and in the future for inclusion in cannabis beverages and tinctures, we are currently in development.

Cannabis Global in Definitive Agreement to Acquire Caliwanna

LOS ANGELES, CA March 14, 2022 Cannabis Global, Inc. announces the signing of a definitive agreement between the Company and the owners of Caliwanna brands for comprehensive marketing and sales integration and acquisition of the Caliwanna cannabis brands.

Under the terms of the agreement, the highly experienced Caliwanna marketing team will immediately launch three of Cannabis Global’s cannabis products – edibles, infused prerolls, and live rosin – into the California marketplace.

In addition, all Caliwanna products will now be sold under the cannabis license owned by Cannabis Global’s majority-owned subsidiaries, Natural Plant Extract of California, and Northern Lights Distribution.

Management of Cannabis Global expects the agreement to result in significant incremental revenue generation beginning immediately.

Active Health Foods, Inc. announces joint venture with the Hub Craft, a licensed Massachusetts cannabis cultivator.

LOS ANGELES, CA January 6, 2022, Cannabis Global, Inc. and Active Health Foods, Inc.  today announce the cannabis consumer brands to be included in their recently announced letter of intent to create a joint venture with the Hub Craft, a licensed and permitted Massachusetts cannabis cultivation, manufacturing, and retail company.

The proposed joint venture plans to bring the following Hub Craft brands into the California marketplace. 1. Freeway Cannabis by Rick Ross 2. Payton’s Place by NBA Star Gary Payton 3. TRUTH34 brand via Paul Pierce, 10x NBA All-Star, aka ‘The Truth’. The brand will include flower, vapes, bubble hash, pre-rolls, and edibles. 4. Whoopi Goldberg’s brand “Emma & Clyde” to include pre-rolls, flower, vapes, and edibles from the health-conscious brand “Emma & Clyde”.

Under the terms of the proposed joint venture, Cannabis Global, Active Health and The Hub Craft will form a California corporation to enter the California cannabis marketplace. In addition to being granted exclusive licenses on all Hub Craft products, branding, and associated technologies for the State of California, the joint venture will be provided an option to purchase a 51% controlling position in Hub Craft anytime within nine months of the effective date of the joint venture for a price of $15 million.

“Our Company, Cannabis Global, will add the licensed California cannabis component to this proposed joint venture. While the executives of the companies have agreed to the proposed initial terms of the joint venture to address the California market as outlined in the non-binding letter of intent, no definitive agreement has been signed. Moreover, there are still a considerable number of details to be worked out before the companies would be able to finalize an agreement. Thus, there can be no assurance a transaction as contemplated will ultimately take place.
